Background

RECTC is a brainchild of transformational tourism that engaged multi-stakeholders to achieve sustainable development and conservation. There were three categories of stakeholders who are the sponsors of the project: GVTC as the major donor of the funds setting up the structures for its operational booth systemic and physical infrastructure, Kisoro District Local Government and Uganda Wildlife Authority as the beneficiaries of the grant to set up the infrastructure and the vision holders. Local Community from the three frontline parishes’ adjacent Mgahinga Gorilla National Park (MGNP) who are the final beneficiaries of the activities and profits from RECTC. Finally there was a need for private sector practitioner to make the structure operational using a business model.

The RECTC concept was based on the principle of communities, private sector, government institutions and NGOs working in a partnership to make conservation benefit all the stakeholders. In its implementation, livelihood options for communities would be promoted using business principles to ensure that sustainability is inbuilt using profit incentives to all stakeholders. The assumption here was that the developed enterprises will make profits that will stimulate positive engagement by all the stakeholders. A community based organisation would be set up, registered based on the legal framework the stakeholders chose, and a private sector partner would be selected to manage/ run RECTC as a business enterprise on behalf of the stakeholders.

However RECTC faced challenges. These included the ownership of the facility; community involvement; enterprises to undertake at the facility; how to manage and share the benefits.  About three years after its construction, nothing tangible has been realised.

BMCT was brought on board by GVTC one of the key stakeholders to facilitate the process of engaging all the stakeholders in the establishment and operationalization of RECTC.  A registered RECTC with  vibrant tourism products; branded and marketed to the visitors not only to enrich their experiences but also to increase the revenue from tourism in the area and these would be shared by the stakeholders in more understanding manner . Other enterprises were expected also be developed to attract tourists based on the economic and socio-cultural values of the people.

As a way forward for proper operationalization of RECTC,  BMCT  hired UPLIFT THE RURAL POOR  to carry out a baseline survey in the three parishes of Rukongi and Gitenderi in Nyarusiza sub-county and Gisozi in Muramba Sub-county in Kisoro District to establish the current status quo of enterprises.

On the assumption that this will evolve around the enterprises that are linked to RECTC, the community activities that can be turned around to income generating activities and carrying out a SWOT analysis to establish potential and possible activities with the respective threats and opportunities.
